Please remember that we cannot just ship pre-compiled binaries in
Fedora. We need to be able to rebuild any package from source, if
required.

gcc-arm-linux-gnu, eclipse-edt, openocd that you requested are already
available in Fedora Electronic Lab. stlink is not yet available in
Fedora.
