1 Big repo vs multiple small ones

As I understand the current idea of the Playground repository, we will
be reusing packages from selected COPRs.
However, we will still have to clone/copy the packages since the
user/group may delete them (for whatever reason), but we would still
want them to be a part of the Playground repository to not disrupt our
users.

Hmm, couldn't you "disable" one particular COPR by just not installing
any of its packages?
