EPEL-ANNOUNCE New Meeting time for EPEL

The EPEL sig is going to switch it's meeting time starting next week. 

Meetings will be in 16:00 UTC in #fedora-meeting on irc.freenode.net. 

On even weeks, the meeting will handle normal meeting topics/business
and status reports. 

On odd weeks the meeting will be used to help new packagers,
triage/handle existing bugs on EPEL packages, test packages in
epel-testing or otherwise work on improving EPEL packages.
