I think this would be against EPEL policy, unless it could be done in
such a way as to not disrupt users (which I don't think is possible). 

Additionally, I think a number of components in RHEL6 are too old for
Xfce 4.10 to build/work. 

Someone could try and make a side repo however. 

I don't currently have any time to devote to such a project, but happy
to help if someone wants to work on it.
