Adds an extra "Cookie" field to the Language Negotiation settings, allowing the
language to be set according to a cookie.

* Fixes #2463727: Language cookie can poison module implementation cache, breaking hooks for other modules only.

All users are recommended to upgrade ASAP as this issue can cause certain Drupal hooks not to fire under certain circumstances.
