 python-sphinx in EPEL6 is replacing a package from RHEL6.  We have a
 python-sphinx10 package available in EPEL for those that need newer
 versions.

 python-sphinx in EPEL6 needs to be blocked in koji and we need to pull the
 package from the RHEL6 repo instead.
