[FAmSCo] Access to famsco trac tickets

Hi FAMSCO,

Would whomever is the admin of the famsco trac instance please make sure 
that harishpillay has view access for all the tickets?

Since he's the primary point of contact for budget stuff in the APAC 
region, and there are several tickets related to that, I want to make 
sure he can see them all.
