[FAmSCo] Budget information, updates.

I welcome the initiative, as the need for better budget management is
agreed and we need to look forward.

One event you don't have on the wiki page is Software Freedom Day, to be
celebrated on Sept this year, many teams may need resources. So we
should be diligent on getting a budget of what we need and add to the
budget.
