Mandriva? AFAIK the icon theme used with those penguins is from Mandriva.
But it can also be downloaded at kde-look.org, so it doesn't prove it's
Mandriva, it could be something completely different. As we can't read the
text (especially the title bar of that package manager), there's not much
we can do to identify the distro.
