Usage of %find_lang in spec files

I finally took a good look at the %find_lang macro to find out why it
didn't work with MinGW packages.  In fact it can be made to work with
only a little effort.  The page below describes how:

I'm going to file bugs for any MinGW packages which don't use
%find_lang.
