I think they ought to go into Meeting: solely because of search
purposes. In addition, why would there need to be any extra limits on
who can edit the meeting pages? It's the same sort of thing with any
other meeting, right?

Theoretically these should go in Archive. Not sure what to do about ACLs
though.

Special:AllPages with the Categories namespace filter might help you
find existing categories.
