I am sorry for this bug but seems after recreating cache and rebooting machine
problem is gone and now
fc-query --format '%{=pkgkit}' /usr/share/fonts/lohit-konkani/Lohit-Konkani.ttf 
font(lohitkonkani)
font(:lang=bh)
font(:lang=bho)
font(:lang=hi)
font(:lang=hne)
font(:lang=kok)
font(:lang=mai)
font(:lang=mr)
font(:lang=ne)
font(:lang=sa)
