I basically agree. But I think ipa-pmincho (and/or ipaex-mihcno) is better for
serif in IPA and IPAex fonts family.
If you say ipa-mincho should be keep in serif, ipa-gothic should be in
sans-serif which is set in monospace. I suppose ipa-gothic font also belongs
to monospaced font because both ipa-mincho and ipa-gothic have same font width.
I suggest:
65-ipa-gothic (monospace)
65-ipa-mincho (monospace)
65-ipa-pgothic (sans-serif)
65-ipa-pmincho (serif)
65-ipaex-gothic (sans-serif)
65-ipaex-mincho (serif)
