IRC #fudcon-planning

The ever vigilant Gerold Kassube told me that he had an established
#fudcon-planning channel on IRC Freenode that was used for previous
EMEA region events.  I would propose we move future IRC meetings there
for consistency.  I believe Gerold granted me some sort of wider
access to the channel as an op, so I can get zodbot rolling there as
needed.
