 If the request has suddenly changed, and the new request changes the
 budget impact, should the planning group reconsider the request?  It's
 only a few hundred dollars in this case, but if everyone starts changing
 their requests and the overall budget keeps going up, it might be unfair
 to other people who want subsidies.  This is really a call for the
 planning group to make.
