If I install the macros from armv7hl then same problem is seen on x86_64.

The difference between ghc-rpm-macros on armv7 compared to x86_64 are:

 # shared libraries are only supported on primary intel archs
 %ghc_without_dynamic 1
 %ghc_without_shared 1
