Clarification: I read in comment #2 that this is to split from haskell
platform, but pkgdb shows that the package was already available and then later
deprecated:

https://admin.fedoraproject.org/pkgdb/acls/name/cabal-install

It was removed due to inclusion in haskell and then it's now being made
separate again?
