 For smother migration from pango's locale OTLS to harfbuzz, we need to
 test it thoroughly and fix bugs before F18 Beta

 = recommendation/goal =
 Since most of the Indian script are going to affect, we have to decide how
 many part will be impacted and what will be effective test plan.
