Feedback requested on keyboard layout issue

Hi, folks. So I've filed a bug on a somewhat complex keyboard layout
issue that's arisen as a result of some major changes in F20:

it would be great to have some input on this from native users of
'native+us' keyboard layouts like Russian - just to make sure I've
accurately described the issue, and to give us an indication of just how
serious it is. Thanks!

(Note that in attempting to investigate this issue you may run into
related bugs, particularly
https://bugzilla.redhat.com/show_bug.cgi?id=1028207 - we seem to have at
least one, and possibly more, bugs related to actually *loading* non-US
console keymaps in the first place, so you may find that you just wind
up with a plain US console layout until you get with the 'loadkeys'ing,
whatever /etc/vconsole.conf says).
