Change request -- minor template update for raffle

After review by Ambassadors, I've got a new raffle rpm that has the
following changes:

* Requires the python-mako0.4 package so that I can remove some workarounds
  for mako-0.3.x
* Updated several templates to not use a feature of TurboGears-2.1.x as
  RHEL6 has TurboGears-2.0.x (app02.stg).
* Updated one template with changed wording for the case wheere
  participating in a raffle needs cla + 1.

The new rpm is deployed to stg and is working on both RHEL5 and RHEL6 there.

The Ambassador's T-Shirt raffle will be the first raffle that is run with
this software so potential impact of this change is minimal.  It does run on
the app servers but if it goes haywire and starts eating resources we can
disable the raffle app completely until after the Fedora Release.

Could I get two +1s to deploy the new rpm?
