freeze break request: adjust builder yum repos

I've finally committed and pushed this live now. 

I wanted to wait until the builders were pretty quiet, just in case
there was an issue. 

I also had to adjust the repo files for arm as it's not in the same
place in f19 since it's a secondary arch.
