Kevin, can you look into coworking spaces?  There are usually a few of
these in most metro areas.  They're relatively affordable, often more
so than hotel meeting space, and also usually more comfortable work
environment.  I found this one:

If you guys are still looking for space, I could also throw my hat in
the ring to host here in Fredericksburg, VA.

+ Coworking meeting space available for rent, used for previous FAD,
  reasonable price
+ Driving distance to IAD (Washington-Dulles) airport, relatively
  cheaper airfare
+ Affordable hotels
+ Unlikely to have crazy weather in early December
- Not sure if it's as convenient for Matt
- Everyone travels
