Currently only users with administrator privileges on the instance can do that. I reckon the Fedora community should nominate a few administrators for this instance that will be able to take care of these tasks.<br>
<br>
In the meanwhile, if you hit the "Help" link on the top bar, there is a "Contact Administrator" button to send a message to all instance administrators and the request to add languages could be sent there.<br>
