[fedora-java] -javadoc subpackages require jpackage-utils

$ rpm -qvl jpackage-utils | grep javadoc
drwxr-xr-x    2 root    root 0 Mar 30 15:00 /usr/share/javadoc

I.e. jpackage-utils provides main javadoc directory
