KDE-4.1.85 system tray never reaches 2 rows

The system tray was entirely rewritten in 4.2. The change of behavior may be 
intentional or it might be an oversight. You can try filing a bug upstream at 
https://bugs.kde.org/ , but I can't promise they'll fix/change it.
