I created a Custom Template (Settings->Configure KMail->Composer->Custom
Template) as follows:
1. Enter a name (e.g. MyTemplate) at the left side.
2. Press "+" symbol.
3. Create template (I copied the contents from the default template)
4. Press Apply.
(I left To: en CC: empty)

When I now open the menu-item "Forward" (under Messages), the list is the same
as the one that is connected to the button "Forward". Strange isn't it?
