Nice to know. Why someone thought this was useful functionality is a
mystery to me (it wasn't enough to have the Maximize widget in the title
bar?). It's even more of a mystery that it's enabled by default, leading
to fury and frustration when one isn't expecting it.

While turning this off, I noticed that the "tile windows by dragging to
the edge of the screen" option is on the same panel, and is also
enabled, but in my case it doesn't seem to do anything at all, which is
a pity since it sounds like it could actually be useful on occasion.
