4.7.0 problem as I understand it

Here's the problem as I understand it.

I think my passwords are not being saved/restored by whatever agent is supposed 
to do this, and this is causing the same kind of symptoms with kmail and with 
NM.  In both cases, it seems passwords are not available, and some times, kde 
doesn't seem to know how to ask for them (for NM, sometimes it pops up a dialog 
asking for my wireless pw, but sometimes it doesn't and just stairs at me 
dumbly).
