Or maybe that's actually what it is. Whatever, I don't care to deeply.

Definitely, but it makes the special (albeit default) case go away and
thus all these "%{?1:+%{1}}" and similar tricks in the specfile and
other tools can go away in the long run. That what makes me prefer this
solution.
