One minor detail: The definition of "Submit" uses the term "electronic 
communication". Couldn't someone use that as a loophole and claim that they 
didn't Submit their Contribution because they sent it through optical fibers so 
it was optical communication and not electronic communication? Writing 
"digital communication" instead should close the loophole.
