64-bit Boost

That's a simple one: nobody started porting it to the new packaging
guidelines yet. If you want to help, feel free to do so. The new
packaging guidelines (for win32 and win64 support) can be found at
https://fedoraproject.org/wiki/Packaging:MinGW_Future
