Broken dependencies: mingw32-SDL

mingw32-SDL has broken dependencies in the F-16 tree:
On x86_64:
	mingw32-SDL-1.2.13-10.fc16.noarch requires pkgconfig
On i386:
	mingw32-SDL-1.2.13-10.fc16.noarch requires pkgconfig
Please resolve this as soon as possible.
