Description :
Upstart is an event-based replacement for the /sbin/init daemon which
handles starting of tasks and services during boot, stopping them
during shutdown and supervising them while the system is running.

Update Information:

This fixes two issues in upstart:    - shutdown would have busy inodes after an
update of upstart, glibc, upstart, or other libraries upstart uses  - live
upgrades from Fedora 12 or earlier would not be able to be shut down cleanly.
Note that live upgrades from Fedora 12 will still have some issues due to the
upstart 0.3.x -> upstart 0.6.x transition; an immediate reboot post-upgrade is
still recommended in those cases.
