Update Information:

New kde-settings explicitly uses a different plasma theme that defines a default wallpaper, instead of relying on the (now-deprecated and erroneous) method of providing plasma-desktop-appletsrc and plasma-netbook-appletsrc files.

New goddard-kde-theme package now provides plasma desktoptheme's Goddard, Goddard-netbook.
