Changes in  Core:

* Fixed bug #60965 (Buffer overflow on htmlspecialchars/entities with $double=false). (Gustavo)

Changes in CGI/FastCGI SAPI:
* Fixed reinitialization of SAPI callbacks after php_module_startup(). (Dmitry)
