Update Information:

An update of Qt to version 4.8.3, the latest upstream bugfix release. See the release notes:

In addition:
* QDir::homePath() was fixed to account for an empty $HOME. In particular, this should prevent a top-level /.config directory getting created (or an SELinux alert getting triggered by the attempt to do so) in KAuth mechanisms, e.g. when setting the clock. (QTBUG-4862, kde#249217, #694385)
* A regression in Qt 4.8.3 which was causing crashes in QtScript (due to an incorrect/incomplete fix for crashes elsewhere in QtScript) was fixed. (QTBUG-27322)
* $RPM_LD_FLAGS are now propagated to qmake's defaults. (#868554)
* qt-devel was fixed so that the installed qdevice.pri can be found.
