Update Information:

Fixes rh#1111505:Temporary workaround is to remove icon file
enhancement update that included
1) s-c-l now uses PackageKit
2) s-c-l now uses yum-langpacks
3) s-c-l now uses Policykit
4) s-c-l GUI is re-written using PyGobject3 API's.

Please test the general test case
Set any language in system-config-language UI
logout and login and check if root user is using new language
