A set of macros for building GHC packages following the Haskell Guidelines
of the Fedora Haskell SIG.  ghc needs to be installed in order to make use of
these macros.

- bcond %cabal_configure --enable-tests
- use -O2 also for executable packages and allow overriding it
- set URL field when generating subpackages
- update License tag to GPLv3+
- handle no _pkgdocdir in RHEL7 and docdir path different to F20+
- abort %ghc_fix_dynamic_rpath if no chrpath
- move macros to %{_rpmconfigdir}/macros.d
