Hmm, right now I am able to do this:

oot at dl380 i386]# rpm -hiv tunables-distro-data-0.14-4.fc8.i386.rpm
tunables-distro-data-0.14-5.fc8.i386.rpm 
Preparing...                ########################################### [100%]
   1:tunables-distro-data   ########################################### [ 50%]
   2:tunables-distro-data   ########################################### [100%]
root at dl380 i386]# rpm -qa | grep tunables-distro-data
tunables-distro-data-0.14-4.fc8
tunables-distro-data-0.14-5.fc8

I would think it would have complained about overwriting but I didn't see anything.
