OK thanks jussilehtola,
i've made a new spec it looks ok with only two errors in the resulting rpm.

$ rpmlint ../RPMS/i386/gtkmm-utils-0.4.0-1.fc10.i386.rpm 
gtkmm-utils.i386: W: unstripped-binary-or-object
/usr/lib/libglibmm-utils.so.2.0.0
gtkmm-utils.i386: W: unstripped-binary-or-object
/usr/lib/libgtkmm-utils.so.2.0.0
1 packages and 0 specfiles checked; 0 errors, 2 warnings.

All other files devel.rpm and src.rpm have no errors from rpmlint. I have used
the line %attr(755, root, root)%{_libdir}/libgtkmm-utils.so.2.0.0 and after
reading the guidance on files that need to be executable i had no answers it
just gave a default attributes example. I have tried without specific file
attributes and the error still occurs the new files can be found:
