I will suggest that binary files to be packed as -util, as
1) They are mostly ancillary utilities
    http://code.google.com/p/leptonica/
2) As you said, the names are generic.
3) Other distro seems to pack in similary way as well, for example, debian pack
the  binary and man pages in -progs
