Yes, of course, but in this case you have to add more than that:
http://fedoraproject.org/wiki/EPEL/GuidelinesAndPolicies#EL5
You will need a BuildRoot tag and a %clean section, in addition to the initial
cleaning of $RPM_BUILD_ROOT in %install.
