Perl files are not considered binaries,

[andrew at build2 ~]$ file snmptt_1.4beta2/snmptt
snmptt_1.4beta2/snmptt: a /usr/bin/perl script text executable

* Please add "Requires(pre): shadow-utils":

Done, updated spec file and srpm
