This bug is a rename request. In Fedora 17 and Fedora 18 cobertura-maven-plugin
exists under a different package name (maven-plugin-cobertura). In my opinion
it doesn't make much sense to add renamed package in a stable release. The old
package - maven-plugin-cobertura - works perfectly fine.
