Actually it's not, at least that's not the preferred place. The file should go
into /usr/share/bash-completion/completions. And it should lost "-completion"
from the name.

What Mario says about owning the directory applies here too: package should own
both /usr/share/bash-completion/completions and the
/usr/share/bash-completion/completions/herbstclient.
