FIX: Missing build-time deps: Carp, NetPacket::IGMP.

TODO: Useless buld-time deps: Net::Ping, WWW::Mechanize.  Tests using these are
skipped.

TIP: If you're packaging only for F21+, you may BR ExtUtils::MakeMaker >= 6.76,
add NO_PACKLIST=1 to your first Makefile.PL call and drop .packlist cleanup
from %build.
