If the go code is shipped in the rkt binary or src package, then the license
file needs to be in that binary or src package.

This means that if you may have code which is only used at build-time but not
packaged into the rkt binary rpm, then you only need to make sure the license
text is in the src.rpm. However, this is rare, and most people simply include
the license texts in the binary rpm to be safe (as %license).
