It hasn't come up often enough over the past years. The guidelines say:

| There is no need to include the following packages
| or their dependencies ...
  ^^^^^^^^^^^^^^^^^^^^^
    (!)

* gcc and gcc-c++ are on the list
* gcc requires glibc-devel
* gcc-c++ requires libstdc++-devel
