[Fedora-packaging] udev rules update macro

This macro was introduced long time ago:

%udev_rules_update

a.k.a

/usr/bin/udevadm control --reload >/dev/null 2>&1 || :

I'm not sure if packages contain udev rules should run this in scriptlet?
