[Fedora-packaging] [rfc][icedtea-web] make threads in ResourceTracker's ExecutorService daemon

I'm all for being able to shut down javaws without kill -9 but I'm not
sure this is a particularly good list to discuss it.  Maybe a bug filed
against icedtea-web instead?
